JEDDAH: A DNA test has proved beyond doubt that a 42-year-old Saudi elementary schoolteacher detained at Jeddah police station raped 13 young girls aged between 6-10.

The police also said seven of the victims recognized him, while five of them recognized his home furniture that included shisha pipes, two plasma TVs, an office computer and a rug.

Meanwhile, the Human Rights Commission (HRC) has said other students taught by the teacher should also be questioned to rule out the possibility they had also been raped or abused.

Speaking to Arab News, Fathiya Al-Qurashi, member of the commission, also called for behavioral tests for all male and female teachers, especially those working in elementary schools, and to make these tests a condition for employment.

"The commission has appointed a team to follow up the developments of the case, which is still under investigation," she said, while calling for close cooperation between all concerned government and private bodies to provide support to the victims.

The teacher was able to rape 13 Saudi and Arab girls in his apartment of a building owned by his father in south Jeddah over a period of three years.

"We are continuing a program to enlighten girl students in various schools about rape and sexual harassment. So far, we have been able to reach more than a thousand girl students in a number of elementary, intermediate and secondary schools," she said.

Fathiya said the commission receives complaints about rape, sexual harassment and physical violence from citizens and expatriates, but its main source of information is the local media. "The social customs prevent victims or their families from reporting such cases," she said. Fathiya regretted that there was no specialized center to monitor the cases of rape and sexual and physical assaults, and said most of these cases were revealed when families reported their missing boys or girls.

The commission and the Directorate General of Health Affairs in Makkah have set up a joint team to follow up on the victims in collaboration with the Jeddah police and the families of the victims.

According to the police, the rapist committed his first crime early 2008, when he convinced a girl of nine to come to his home to see some material for new brides.

The police said after raping her, he took her to a faraway place and left her there. "This was the first case registered by the police. The criminal waited for a long time before he committed his second crime," the police said.

The police said the following year, police stations in various parts of Jeddah - especially in the south - registered seven cases of young girls who had disappeared before they were later found raped.

The police connected all these crimes to a single man and started the search for him, beginning at a commercial center in south Jeddah where they saw a man repeatedly roaming alone without his family. The police said the criminal disappeared from the mall for some time, during which two cases of rape were reported.

The police said the suspect was close to being discovered when he persuaded an Arab girl of seven outside a wedding hall to step in his car. He did not get far, because the cars of the invitees had blocked the road. When the father came looking for his daughter, bystanders told him that she was taken by someone in his car. The man was caught and beaten by the girl's father and others, but he was not reported to the police.

According to the police, one of the victims was a girl of 10, whom he took from a hospital where she was with her family for treatment. "After raping the sick girl, he dropped her somewhere and left without feeling of any guilt," the police said.

The police said the criminal used to change his car after each crime.

The police did not reveal the name of the rapist, but said all evidences that incriminate him had been gathered, and that he was now under investigation prior to his trial.

The criminal is married with four daughters and two sons.
