Nepal embassy implements housemaid ban

Applications to sponsor housemaids under 30 not being certified

Abu Dhabi: The Nepal Embassy in Abu Dhabi has stopped certifying the applications to sponsor Nepalese housemaids under 30 years age as per a recent Nepal Government decision.

"We stopped certifying the applications to sponsor women under 30 for household work about ten days ago," a senior diplomat told Gulf News on Tuesday.

"We had to reject a few applications only as the decision was already publicised by the media," said Deepak Adhikari, Deputy Head of the mission.

However, he said, the new regulation will not affect the housemaids under the age of 30 who are already working in the UAE. "It is applicable to new recruits only," Adhikari said.

As Gulf News reported on August 13, Nepal decided to ban women under 30 from working in the Gulf to prevent possible abuse of young women. The country lifted a more than a decade-long blanket ban on the emigration of housemaids to the Middle East in June 2011. The blanket ban was imposed after receiving complaints of harassment. But Kathmandu decided to lift the blanket ban as many Nepalese women were illegally coming to the Middle East via neighbouring countries to work as domestic helps.

After lifting the ban, the Nepalese government imposed stringent regulations on the foreign employment of housemaids. The Department of Foreign Employment in Kathmandu has to give a Foreign Employment Permit to a prospective domestic worker to go abroad for employment, based on the attestation of relevant documents by the Nepalese Embassy in the host country.

The Nepalese Embassy in Abu Dhabi certified more than 600 applications to sponsor housemaids since October 2011, the deputy head of the mission said. The number includes the housemaids who were already working in the UAE and regularized their status, Adhikari said.

He said the embassy receives on an average 4 to 5 application on a working day from sponsors.

A prospective sponsor in the UAE must submit about 14 documents including a police report proving a clean criminal record, a salary certificate showing a minimum Dh10,000 monthly income (excluding cost of accommodation) and an undertaking to pay a minimum Dh900 monthly salary to the housemaid in addition to food and accommodation.

A Dh5,000 refundable security deposit must also be paid at the embassy.
