Contoh yang mudah di mengerti;
Bahwa makan daging babi itu adalah haram dlm Islam
Kalau ada orang Islam yg memakan daging babi, apakah pemerintah menghukum dia? tidak bukan?
Begitu pula dgn musik2 yg merusak akhlaq umat....hukuman adalah haram
tapi pemerintah tidak berhak menghukumnya..atau membuat undang2
agar umat tidak memakan daging babi atau musik2 hot dll
Demikian kedudukan ulama2,pemerintah dalam mencegah hal2 negatif
yang diharamkan oleh agama.
Tugas pemerintah,atau ulama2 sekedar ==pemebritahu atau pemberi peringatan saja==
