Banda Aceh. Dozens of legislative candidates vying for the 81 seats in the Aceh provincial legislature in the 2014 general election have flunked a Koran proficiency test — one of the requirements under a local bylaw for running for public office.

Akmal Abzal, a commissioner with the Aceh Independent Elections Commission (KIP), said that 42 of 1,231 people from 12 political parties failed the test.

"There were only three political parties whose members all passed the Koran proficiency test 100 percent," Akmal told the Jakarta Globe on Tuesday.

However, Akmal, who is also the chairman of the test committee, refused to disclose the names of the politicians who failed the test or what political parties they were from, citing ethical reasons.

"One thing is certain: There were legislative candidates from a nationalist Islamic party who couldn't read the Koran. There were also legislative candidates from a local party," he said.

The 2014 general election will see 15 parties participate in Aceh, including three local parties — the Aceh Peace Party (PDA), the Aceh National Party (PNA) and the Aceh Party (PA). The rest are national-based parties.

Aceh is the only province in the country allowed to have local parties and the only one that requires the Koran proficiency test for prospective candidates.

Akmal said the test was held for three days from Saturday until Monday.

"There was no intervention in the results from anyone because the team of judges worked independently and professionally. Their decision is unanimous and cannot be challenged," said Akmal, adding that the judges were all past winners of Koran recital competitions.

Akmal said that the KIP had held a plenary meeting on the legislative candidates who failed the test and that it would soon notify political parties about their candidates who did not make the cut.

"The parties may replace their legislative candidates who failed the Koran proficiency test with other candidates before the deadline," he said.

Akmal added that 83 out of the 1,231 legislative candidates who were registered did not show up on various excuses, such as falling ill, being on a minor pilgrimage, or umrah, and other reasons.

"We are in the process of verifying their reasons to see whether they hold up. If not, we will drop the candidates," he said.

"For those who couldn't show up due to a strong reason, they will be given the chance to take the Koran proficiency test from May 9 to 22 this year."

Akmal added that those who had taken the test but flunked would not have another opportunity to take the test because they had failed to meet the requirement to stand in the election.

Audit Agency Probes Causes of Persistent Papua Poverty

Papua has received some Rp 40 trillion in funds since integration, but the region remains one of the poorest in Indonesia

The Supreme Audit Agency has announced that it will soon conduct an audit on the special autonomy funds channeled to Indonesia's two easternmost provinces, Papua and West Papua.

The central government has disbursed more than Rp 40 trillion ($4.1 billion) since the two provinces were granted special autonomy status in 2001, but both provinces remain among the poorest and most underdeveloped regions in the country, fueling social unrest and calls for secession.

"We will conduct [the audit] this year," said Hadi Purnomo, the chief of the audit agency known as the BPK, said during a hearing with the Regional Representatives Council on Tuesday.

According to data from the Central Statistics Agency (BPS), both provinces have high rates of unemployment with a combined total of 77,000 people of working age currently without work.

Poverty is also common, the latest BPS figures show, with 30 percent of people in resource-rich Papua and 27 percent in West Papua, which is also rich in natural gas and currently enjoying a tourism boom, living below the poverty line.

Western New Guinea came under interim Indonesian administration in accordance with a UN-ratified agreement 50 years ago today.

Full integration with Indonesia was completed in 1969 through the controversial "Act of Free Choice" vote of Indonesian-picked Papuan elders.

Puan Maharani, a politician with the Indonesian Democratic Party of Struggle (PDI-P), said that in those 50 years, the region was largely ignored by Jakarta, which nevertheless enjoys its vast wealth, including revenue from the nation's biggest taxpayer, the Freeport Indonesia copper and gold mine.

"Is it acceptable for provinces rich in natural resources to have such poverty rates?" Puan said on Tuesday.

She called for tighter monitoring of the special autonomy funds to ensure that they were used for the development of the provinces and the benefit of Papuans.

During a meeting with Papua Governor Lukas Enembe on Monday, President Susilo Bambang Yudhoyono said he was considering providing Papua with even greater autonomy, calling it a solution for the unique problems facing the province.

Yudhoyono said the so-called "Special Autonomy Plus" would be implemented in Papua by August.

Priyo Budi Santoso, a deputy speaker of the House of Representatives, said the government must first discuss the plan with legislators, adding that an amendment to the Special Autonomy Law would be needed before the proposal could be formally implemented.

    GAZA CITY: It is three weeks since his arrest, but Ismail Halou still has streaks of purple bruising on the soles of his feet. The 22-year-old was filling cars at his family's petrol station in Gaza City at 5pm on April 4 when a black jeep pulled into the forecourt and police stepped out to order him into the car. He was blindfolded and driven to the nearest police station.

    "I could hear the screams of people being beaten in the rooms next to me," he recalled. "Two men held my legs down and tied them together on a wooden board then they beat the soles of my feet with a plastic rod. They beat me for at least five minutes. I was crying and screaming with agony. It was the worst pain I've ever felt."

    Young people should be concerned with their education and what Israel is doing to us, rather than concentrating on the outside world and pop star haircuts.

    After the beating, officers set to work shaving off the one-inch fin of gelled hair that was the cause of his arrest.

    "At no point did they tell me why they had arrested me," Mr Halou said. "I found out from neighbours when I got home it was my haircut." He could not walk for three days after his release.

    Police in Gaza, the Palestinian coastal enclave run by the Islamist faction Hamas since 2007, have arrested at least 41 men on charges of immodesty this month, some because their haircuts were deemed culturally inappropriate, others because their trousers were too low-slung or too fitted. Most were beaten, all had their heads forcibly shaved.

    Rajou Hayek, 33, was arrested while pushing his father in a wheelchair to a health clinic in Gaza City. At the police station, where he suffered a beating before also having his head shaved, he saw what he describes as a hill of hair.

    "It was humiliating. This policy is nothing to do with jeans or hairstyles. Hamas is just trying to make Gaza afraid of them," Mr Hayek said.

    Ihab al-Ghusain, a spokesman for Hamas in Gaza, is critical of the police's violent methods but defends their message. "Young people should be concerned with their education and what Israel is doing to us, rather than concentrating on the outside world and pop star haircuts," he said.

    Hamas security forces routinely use brutal tactics against political opponents in Gaza, but a violently enforced public modesty campaign is new. It has shocked a community hardened to conflict and poverty. Some Gazans are terrified that Hamas is driving them towards unapologetic, militant, Islamic fundamentalism.

    In March, the United Nations issued a statement cancelling their annual Gaza marathon because Hamas had forbidden women from running alongside men, a practice it had allowed for the previous five years. This month a new law was introduced forbidding girls and boys over the age of nine from being educated alongside, or taught by anyone of, the opposite sex.

    "There is no question that Gaza is more 'Islamicised' now than it has been at any point since Hamas took power and it is getting worse," said Samar Zakout, the deputy director of the Al Mezan human rights organisation in Gaza.

    "To the international community, the Hamas leadership say they respect human rights. But at home they are struggling to convince their members they are protectors of traditional values."

    The police's new tactics appear linked to challenges to the leadership of Hamas from more religiously conservative groups, and to divisions within the movement. On April 6, dozens of mothers protested in Rafah, demanding the release of their Salafist sons who were arrested by Hamas for firing rockets into Israel. Three days earlier, a supermarket in Jabalia refugee camp was the target of a Salafist bomb attack in protest at Western influence on Palestinian society.

    Gaza's extremists and Hamas hardliners regard Khaled Meshaal, the recently re-elected leader of the Hamas politburo, as an Israeli collaborator.

    In February last year, he enraged Hamas hardliners by signing the Doha Agreement – a deal under which Mahmoud Abbas, the Fatah leader and president of the Palestinian Authority, would head a reconciled Palestinian government. He has also agreed to a Palestinian state within 1967 borders and was instrumental in brokering a truce to resolve last November's conflict with Israel.

    Until reconciliation is achieved, the exiled Mr Meshaal's rivals remain in day-to-day control in Gaza and can undermine his efforts towards moderacy on the world stage by embracing fundamentalism at home. A population already battered by conflict with Israel and a six-year blockade will be squeezed even further.

    Ismail Halou fears this future: "Hamas is getting stricter and stricter. We are already under so much pressure, there are so many troubles, and now it's our jeans and our hairstyles? For me, this is too much."

    Metrotvnews.com, Surabaya: Polda Jatim telah menyiagakan sebanyak 32 ribu orang personel polisi yang tersebar di seluruh jajaran untuk pengamanan  May Day atau hari buruh, 1 Mei. Pengamanan juga bersamaan dengan kedatangan Presiden Susilo Bambang Yudhoyono dan Wakil Presiden Budiono di Surabaya.
       
    "Saat May Day semua jajaran sudah disiapkan, kita perkirakan 32 ribu personel," kata Kabid Humas Polda Jatim Kombes Pol Hilman Thayib di Surabaya, Selasa (30/4).
       
    Sesuai dengan data yang masuk pada peringatan hari buruh ini, tercatat 60 ribu buruh bakal umpah ruah di jalan jalan khususnya di tengah kota Surabaya.
       
    Karena itu semua wilayah di di enam titik. Yakni Surabaya, Sidoarjo, Gresik, Kabupaten Mojokerto, serta Pasuruan Kota dan Kabupaten, harus dijaga ketat.
       
    Khususnya di lokasi kedatangan Presiden SBY di Maspion I dan Unilever. Di dua lokasi tersebut Presiden bakal bertemu dengan buruh dan berdialog. Karena itu, Di enam titik itu pula, konsentrasi pengamanan polisi disiagakan.

    Termasuk perlatan-peralatan pengamanan seperti Wator Canon, Rantis, dan berbagai perlengkapan lain yang disiagakan untuk mengantisipasi segala kemungkinan yang terjadi.
       
    Sementara masyarakat penggguna jalan, diminta untuk berhati-hati saat peringatan hari buruh internasional, Rabu (1/5). Diperkirakan ribuan buruh akan memadati Surabaya.
       
    Satlantas Polrestabes Surabaya telah menyiapkan beberapa antisipasi, untuk mengatur arus lalu lintas, dengan menutup total empat jalan yang diperkirakan menjadi sasaran massa.
       
    Empat jalan yang ditutup total adalah, Jalan Yos Sudarso (DPRD Surabaya), Jalan Gubernur Suryo (seputaran Gedung Grahadi), Jalan Pahlawan (Kantor Gubernur Jatim), dan Jalan Indrapura (DPRD Jatim).
       
    "Terdapat empat jalan utama yang akan ditutup selama pelaksanaan aksi memperingat Mayday," kata Kasatlantas Polrestabes Surabaya AKBP Sabilul Alif.
       
    Nantinya polisi akan melakukan pengalihan arus lalu lintas di jalan-jalan yang ditutup. Untuk di Jalan Yos Sudarso, arus lalu lintas dari Jalan Pemuda yang akan menuju ke Yos Sudarso dialihkan ke Jalan Panglima Sudirman.

    Jakarta (ANTARA News) - Jakarta Governor Joko Widodo (Jokowi) has hailed a plan to hold the Islamic Solidarity Games (ISG) in Jakarta, September 22 to October 1, 2013.

    "We are ready, it`s not a problem. We have often organized similar events. This is a trust that the government has given us. So, this is for the national interest," Jokowi said here on Tuesday.

    Jakarta is ready to allocate additional funds for the implementation of ISG, he said.

    "However, so far, and Minister of Youth Affairs and Sports Roy Suryo and I have calculated that the funds for the ISG are adequate," he said.

    Minister Roy Suryo went to the governor`s office to discuss about the moving of the ISG`s venue from Pekanbaru (Riau Province) to Jakarta.

    "I asked for the governor`s permission to hold the ISG in Jakarta. We are grateful to the Jakarta administration for approving the plan," Roy Suryo stated.

    The venue of ISG has to be moved because the facilities in Pekanbaru are not adequate and do not meet the international standards, he explained.

    The Islamic Solidarity Sport Federation (ISSF) has event expressed their objection if the game is held in Pekanbaru. They consider Pakanbaru not ready for such an event," he added.

    In addition to the facility problem, another obstacle came from the fact that Riau Govenor Rusli Zainal has been named a graft suspect by the Corruption Eradication Commission (KPK).

    "Therefore, to save the event and fix the image of this nation in the international eyes, we have taken the initiative to move the venue to Jakarta and postpone the ISG implementation," the minister said.

    The Islamic Solidarity Games was initially to be organized in Pekanbaru, Riau, on June 6-2, 2013. But, because of some problems, it will be moved to Jakarta, and be held on September 22-October 1, 2013.

    How the Internet is Turning Muslims Into Intolerant Radicals, or Humanistic Liberals

    When I woke in Malaysia to the news of the Boston Marathon bombings halfway around the world, I instantly worried about two things.

    The first thought was, "I hope Nasser and Sam are safe," (they are friends of mine) and that the number of casualties, if any, was low.

    The second was "Please don't let the perpetrator be Muslim."

    Fortunately, Nasser was safe, and Sam, who was at the race, escaped injury. Three people died — which was heartbreaking, but it could have been far worse.

    Unfortunately, my second wish didn't come true. I wasn't surprised.

    Nor was I surprised that the older of the two brothers implicated in the attack, Tamerlan Tsarnaev, was radicalized partly through militant jihadist content on the Internet.

    After all, I was a fundamentalist once, influenced by a Salafi teacher during my childhood in my neighborhood mosque in Qatar in the mid-1990s. I am familiar with the power of divisive religious dogmatism to steal one's mind and plant hatred in one's heart toward "the Other." As a veteran blogger and digital activist, I'm also familiar with the power of the Internet.

    Although social media give voice to many thoughtful crowds, it also provides a venue for a hateful few who are bent on stirring up violence and trouble.

    The Internet connects us with all kinds of like-minded individuals. For someone discontented, disgruntled and alienated from the surrounding community, the Web becomes a refuge, providing a powerful sense of belonging.

    That's more or less what happened to Umar Farouk Abdulmutallab, the 23-year-old Nigerian "underwear bomber" whose explosives luckily failed to detonate on board a US plane in 2009. This doesn't just happen to Muslims. Anders Behring Breivik, who killed 77 people in Norway in a bomb and shooting attack, was partly inspired, as his manifesto indicated, by the anti-Muslim blogs he frequented.

    At one time, I might have been susceptible too. But by the time I ventured online in 2006 and accidentally discovered the secular Egyptian blogosphere, I had already begun questioning my traditionalist upbringing as I wrestled with the fundamentalist beliefs my former Salafi teacher had taught me. I also wasn't as discontented; my personal grievances were shifting and became directed at the rigid traditionalists and bearded authoritarians around me who wanted to confine me within narrow mental boundaries.

    In my case, the Web liberated me. It helped free my mind from the dark, stinking and suffocating dungeons of religious dogmatism and intolerance.

    Lucky for me, online and far away from those I resented, I found a growing tribe that was driven by the ideals of liberty: liberal Arab and Muslim bloggers, some of whom helped instigate, report via Twitter and facilitate the youth-led Arab Spring uprisings in Tunisia and in Egypt, demanding freedom and dignity.

    Through my new online tribe, I discovered interpretations of Islam that were more rational, spiritual and humanistic. I later traveled around the world and met many of my online comrades. The result, after a lengthy and messy process of critical thinking, has been profound.

    Had my original personal grievances and temperament been different when I arrived online, however, I might have directed my attention to harmful, destructive content.

    And here is where we need to look closer at what could have driven the Tsarnaev brothers toward their heinous act.

    The role of religious belief can't be pinpointed as the sole motivating cause. We need to go deeper and explore the issue of the interpretation of religious texts, something that too many pundits ignore.

    Yes, the Koran contains verses calling for violence against the unbelievers, though these ought to be placed within the appropriate historical context. Nevertheless, it also includes passages that encourage peace and compassion toward fellow human beings.

    One of those passages was read by my friend Nasser Weddady at an interfaith memorial in Boston after the bombings. It reads, in part: "Whoever kills a soul, it is as if he killed mankind entirely. And whoever saves a life, it is as if he has saved all of mankind."

    One could ask, why didn't Tamerlan Tsarnaev abide by an interpretation of Islam that places value on these verses rather than those related to war?

    The answer is that interpretation is ultimately a choice. And when Tsarnaev ventured online, it looks as if he did so with established personal grievances.

    I suspect that what psychologists call "confirmation bias" led him to consume militant interpretations of Islam that validated his feelings and confirmed his views, without seeking differing Muslim perspectives.

    The Tsarnaev brothers bear responsibility for their criminal act. But let's not forget the sick demagogues who lure them in and poison their minds.
