terlepas apa pepesan kosong bernama "khilafah" itu dibahas,
Dokumen Al-Azhar ini bisa dipastikan bernilai historik
seperti halnya debat historik BPUPKI/PPKI yang menghasilkan
Piagam Jakarta, Pancasila dan UUD 1945.
Yang jelas "khilafah" ala HT masuk kotak dalam konsep kenegaraan Al-Azhar.

The grand sheikh of Al-Azhar, Ahmed al-Tayyeb, released a document
yesterday that tried to shed light on Egypt's largest Islamic
institution's understanding of what it would mean to have Islam as a
main source of legislation in the Constitution.

One of the main issues on the political scene is whether Egypt should
have a religious constitution or a civil one and whether they're
mutually exclusive. According to Tayyeb, they are not.

As is the case with many questions regarding the role of religion in
civil life, this issue was often open to controversy. The Egyptian
government's flagship paper, Al-Ahram, therefore describes the
document as "historic."

The document states that Islamic jurisprudence does not denote the
need for a "priestly state" that enforces religious practice, and that
the concept of "Shura," a religious term, indicates pluralism.
According to Al-Ahram, the document also states that the nation would
resort to Islam for supporting a democratic and constitutional nation
based on free elections and equal representation.

Istilah yang dipakai adalah "civil state," "modern, democratic,
constitutional, national state," meskipun ada yang memakai "secular
state" (termasuk eramuslim!)

Sedangkan analisis yang diturunkan oleh Irish Times menyatakan Dokumen
Al-Azhar ini merupakan tantangan terhadap
konsep kenegaraan ala Ikhwanul Muslimun (dan ekstensinya semua
golongan islamis termasuk HT dan HMNA),
sebuah "Islamic State" yang menolak kesetaraan minoritas Koptik dan
hak-hak perempuan.

The document and Sheikh Tayeb's comments amount a to major challenge
to the Muslim Brotherhood and other religious parties that seek to
turn Egypt into an "Islamic state" and who have reservations about
equal rights for Coptic Christians and women. Known as one of the most
moderate and progressive Sunni clerics in Egypt, Sheikh Tayeb has long
been a critic of the conservative brotherhood.

In the document, the clerics say the 1,000-year-old university
supports universal democratic rights and free and fair elections, and
recognises a country's citizens as the sole and legitimate source of
legislation. Sheikh Tayeb said, "We need a serious commitment to
universal human rights, the rights of women and children." Minorities
should enjoy full citizenship rights, he added. He urged Egypt to
strive for social justice, and insisted that decent education and
healthcare were rights that all citizens must enjoy.

The document's authors support freedom of expression in the arts and
literature within the ambit of Islamic philosophy and morality. They
call for scientific investigation and efforts to eliminate illiteracy
and to secure economic development.

seperti terdengar gemanya Piagam Jakarta (kewajiban menjalankan ....
bagi pemeluknya), atau kalau menurut kalangan Islam Indonesia tahun
90-an, merupakan prinsip Piagam Madinah (kewajiban menjalankan .....
bagi pemeluk masing-masing).

Atau memang debat peran agama dalam negara belum akan berakhir?
